Abstract
Por medio de este informe Final se da a conocer el proceso de institucionalización
Presupuesto Participativo para Pasto. Por ello se planteó un número de actividades para
tener el conocimiento pleno del paso a paso que la Alcaldía de Pasto desde la Secretaria
de desarrollo comunitario junto a subsecretaria de participación ciudadana, donde están
involucrados diferentes actores como son la comunidad, los lideres comunales, entidades
públicas y privadas quienes se han encargado de colaborar en este proceso tan esperado
debido a que la meta es lograr que el presupuesto participativo no quede a voluntad de la
administración que entre en vigencia cada cuatro años, sino que esto quede de forma fija
para priorizar aquellos proyectos que la comunidad ha reclamado por tiempo atrás.
Cabe resaltar que en este proceso sale a relucir la participación ciudadana porque
nadie mejor para poner a consideración los proyectos a estudio que las mismas personas
que conocen sus territorios y necesidades que deben ser decepcionados para poder tener
una planificación y por ende un buen resultado.
Through this Final report, the institutionalization process of the Participatory Budget for Pasto is made known. For this reason, a number of activities were proposed to have full knowledge of the step by step that the Mayor's Office of Pasto from the Secretary of Community Development together with the Undersecretary of Citizen Participation, where different actors are involved such as the community, community leaders, entities public and private who have been in charge of collaborating in this longawaited process because the goal is to ensure that the participatory budget is not at the will of the administration that comes into effect every four years, but rather that this remains fixed to prioritize those projects that the community has demanded for some time. It should be noted that in this process citizen participation comes to light because there is no one better to put the projects under study for consideration than the same people who know their territories and needs that must be disappointed to have planning and therefore a good result.
