Análisis del proceso de seguimiento y evaluación del esquema de ordenamiento territorial del municipio de Chachagüí

Abstract

El ordenamiento territorial es sustancial para el desarrollo comunitario sostenible. La monografía “Análisis del Proceso de Seguimiento y Evaluación del Esquema de Ordenamiento Territorial en el Municipio de Chachagüí” profundiza un estudio importante del ordenamiento territorial en esta región. Así mismo, se estructura en torno a tres objetivos específicos: la consolidación del archivo técnico de la gestión territorial, el análisis de suficiencia y articulación de datos, y la formulación de recomendaciones para el proceso de ajuste del Esquema de Ordenamiento Territorial (EOT). Cada uno de estos objetivos se aborda detalladamente y se apoya en evidencia concreta recopilada en el municipio de Chachagüí. Las observaciones y recomendaciones se realizan teniendo en cuenta sus características geográficas, sociales y económicas del sector, que contribuyen a la preeminencia y aplicabilidad local. Se reconoce que cada zona geográfica tiene desafíos únicos, y por ello, lo que se busca es brindar soluciones acordes a la realidad. El objetivo de este trabajo es fortalecer la planificación territorial en el municipio de Chachagüí y potenciar el debate sobre la importancia del Ordenamiento Territorial en el desarrollo comunitario sostenible. Además, se pretende que este sea presentado como un recurso valioso para otros territorios que enfrentan desafíos similares a estos, como son: la desactualización del Esquema de Ordenamiento Territorial y la ausencia del Seguimiento y Evaluación al (EOT). Las investigaciones y recomendaciones que se presentan buscan allanar el camino hacia un futuro equitativo, sostenible y cohesionado en el municipio de Chachagüí.Land use planning is essential for sustainable community development. The monograph "Análisis del Proceso de Seguimiento y Evaluación del Esquema de Ordenamiento Territorial en el Municipio de Chachagüí" (Analysis of the Monitoring and Evaluation Process of the Land Use Planning Scheme in the Municipality of Chachagüí) deepens an important study of land use planning in this region It is also structured around three specific objectives: the consolidation of the technical file of territorial management, the analysis of data sufficiency and articulation, and the formulation of recommendations for the EOT adjustment process. Each of these objectives is addressed in detail and is supported by concrete evidence collected in Chachagüí. The observations and recommendations are made taking into account the geographic, social and economic characteristics of the sector, which contribute to local preeminence and applicability. It is recognized that each geographic area has unique challenges, and therefore, what is sought is to provide solutions according to the reality. The objective of this work is to strengthen Territorial Planning in the Municipality of Chachagüí and to promote the debate on the importance of Territorial Planning in sustainable community development. In addition, it is intended to be presented as a valuable resource for other territories facing similar challenges, such as: the outdated Territorial Planning Scheme and the absence of Monitoring and Evaluation of the EOT. The research and recommendations presented here are intended to pave the way for an equitable, sustainable and cohesive future in the Municipality of Chachagüí.
