Abstract
La investigación resalta la problemática en la inadecuada gestión de las comunidades, en
la gestión ambiental y con la administración pública, en este caso se habla de la gestión
comunitaria del agua, un tema controversial pero de suma importancia, el cual expone la falta de
organización, y de conciencia ambiental para proteger sus recursos pero así mismo el abandono
estatal entrono a las políticas públicas, la gobernanza del agua y la intervención necesaria para un
mejor desarrollo de la gestión comunitaria.
En el municipio de Tangua, exactamente en su zona rural, existen 33 acueductos los
cuales satisfacen a las comunidades campesinas que viven en este sector, pero lo que se ha
identificado dentro de la comunidad aunque estén organizadas aun presentan ciertas
problemáticas, en el marco de la gobernanza del agua, es decir la falta en toma de decisiones, no
permite una organización mejor y la poca presencia estatal en la zona, el cual conllevaría a un
mejor cuidado del agua, recurso vital para el desarrollo humano, así como a unas mejores
instalaciones con un mejor cuidado.
La administración pública juega un papel fundamental en incentivar a las comunidades a
legalizarse y organizarse en pro del desarrollo y avance de los habitantes de la región, es por eso
que las comunidades deben crecer más la conciencia ambiental y el estado junto con la
administración garantizar una estabilidad en políticas públicas en el marco de la gobernanza del
agua, además resalta la importancia de la gestión comunitaria entorno al desarrollo de la zona rural en beneficio de las gestión recurso hídrico.
The research highlights the problems in the inadequate management of the communities, in environmental management and public administration, in this case we talk about community water management, a controversial but very important issue, which exposes the lack of organization and environmental awareness to protect their resources, but also the state neglect regarding public policies, water governance and the necessary intervention for a better development of community management. In the municipality of Tangua, exactly in its rural area, there are 33 aqueducts which satisfy the peasant communities living in this sector, but what has been identified within the community, although they are organized, they still present certain problems in the framework of water governance, i.e. the lack of decision making, does not allow a better organization and the little state presence in the area, which would lead to a better care of water, a vital resource for human development, as well as better facilities with better care. The public administration plays a fundamental role in encouraging the communities to legalize and organize themselves for the development and progress of the inhabitants of the region, which is why the communities must increase their environmental awareness and the state, together with the administration, must guarantee stability in public policies within the framework of water governance, as well as highlighting the importance of community management in the development of the rural area for the benefit of water resource management.
