Abstract
El Distrito De Buenaventura es una ciudad portuaria asentada en el departamento del
Valle del Cauca, en Colombia. Aunque es conocida por ser uno de los principales puertos
marítimos del país, también ha experimentado altos niveles de delincuencia y problemas
socioeconómicos.
El contexto en el que se desenvuelve la violencia en Buenaventura está influenciado por
una combinación de factores. En primer lugar, la apariencia de grupos armados delincuenciales,
como facción criminal y clanes paramilitares, ha generado un clima de violencia y conflicto en la
región. Estos grupos están involucrados en actividades como el narcotráfico, la extorsión y el
control territorial, lo que ha llevado a confrontaciones violentas entre ellos y ha generado un
ambiente de inseguridad.
Además, Buenaventura ha enfrentado desafíos socioeconómicos significativos que han
contribuido a la violencia. A pesar de ser un importante centro económico debido a su puerto, la
ciudad sufre de altos niveles de miseria, diferencia y falta de posibilidades. La falta de empleo
formal y de acceso a servicios básicos como educación y atención médica ha generado tensiones
y descontento entre la población, lo que a su vez puede alimentar la violencia.
Otro factor importante es la debilidad de las instituciones estatales y la presencia limitada
del Estado en algunas áreas de Buenaventura. La falta de presencia y la falta de recursos en
términos de seguridad, justicia y desarrollo han creado un vacío de poder que los grupos
criminales han aprovechado para consolidar su control y ejercer violencia.
Es importante destacar que la violencia en Buenaventura tiene un impacto
desproporcionado en ciertos grupos vulnerables, como los afrocolombianos e indígenas, que
constituyen una parte significativa de la población de la ciudad. Estos grupos étnicos han sido
afectados por la discriminación, la exclusión y la violencia sistemática, lo que agrava su
situación y contribuye a un ciclo de violencia continua.
El contexto en el que se desenvuelve la violencia en Buenaventura se caracteriza por la
presencia de grupos armados ilegales, problemas socioeconómicos, debilidad institucional y
desigualdades étnicas. Estos factores se entrelazan y se refuerzan mutuamente, creando un
entorno complejo y desafiante para abordar la violencia y promover la paz en la ciudad.

First, the presence of illegal armed groups, such as criminal gangs and paramilitary groups, has generated a climate of violence and conflict in the region. These groups are involved in activities such as drug trafficking, extortion and territorial control, which has led to violent confrontations between them and has generated an environment of insecurity. In addition, Buenaventura has faced significant socioeconomic challenges that have contributed to the violence. Despite being an important economic center due to its port, the city suffers from high levels of poverty, inequality, and a lack of opportunity. The lack of formal employment and access to basic services such as education and health care has generated tension and discontent among the population, which in turn can fuel violence. Another important factor is the weakness of state institutions and the límites presence of the state in some areas of Buenaventura. The lack of presence and the lack of resources in termo of security, justice and development have created a power vacuum that criminal groups have taken advantage of to consolidate their control and use violence. It is important to note that violence in Buenaventura has a disproportionate impact on certain vulnerable groups, such as Afro-Colombians and indigenous people, who make up a significant portion of the city's population. These ethnic groups have been affected by discrimination, exclusion and systematic violence, which aggravates their situation and contributes to a cycle of continuous violence. The context in which violence unfolds in Buenaventura is characterized by the presence of illegal armed groups, socioeconomic problems, institutional weakness, and ethnic inequalities. These factors intertwine and reinforce each other, creating a complex and challenging environment to address violence and promote peace in the city.
