Impacto de la Eficiencia Fiscal y Administrativa en las Finanzas Territoriales del Municipio de Pupiales vigencias 2020-2023

Abstract

El presente estudio se enfoca en investigar las estrategias de mejoramiento de la gestión pública basadas en el modelo de eficiencia fiscal y administrativa a través del análisis del indicador de eficiencia fiscal establecido en el marco legal del Estado Colombiano para evaluar el desempeño municipal frente a su sostenibilidad financiera. El estudio está basado en tres partes, la primera asentada en estudiar los conceptos metodológicos y determinantes evaluativos establecidos por el departamento Nacional de Planeación para valorar a los municipios en el desempeño fiscal y administrativo, con el fin de entender cuáles serían las actuaciones y recomendaciones para los gobiernos locales para mejorar los ponderados del indicador; la segunda parte consiste en recopilar y conocer los resultados obtenidos por dicha evaluación para las vigencias en estudio y compararlos con las asignaciones presupuestales de cada año y la tercera parte del trabajo radica en determinar los impactos en las finanzas municipales por cuantas bonificaciones o reducciones se dieron en las asignaciones presupuestales durante los cuatro años de estudio, con el fin de inferir la relevancia que hoy en día tiene el buen desempeño fiscal, como herramienta de gestión pública y de gestión financiera para conseguir mayores recursos para los municipios.This study focuses on investigating the strategies for improving public management based on the fiscal and administrative efficiency model through the analysis of the fiscal efficiency indicator established in the legal framework of the Colombian State to evaluate municipal performance against its financial sustainability. The study is based on three parts, the first based on studying the methodological concepts and evaluative determinants established by the National Planning Department to assess municipalities in fiscal and administrative performance, in order to understand what would be the actions and recommendations for local governments to improve the weights of the indicator; The second part consists of compiling and knowing the results obtained by said evaluation for the periods under study and comparing them with the budget allocations of each year and the third part of the work lies in determining the impacts on municipal finances for how many bonuses or reductions were given. in budget allocations during the four years of study, in order to infer the relevance that good fiscal performance has today, as a public management and financial management tool to obtain more resources for municipalities.
