Análisis a la gestión de la secretaria de tránsito y trasporte del municipio de Pasto, en cuanto al servicio prestado a personas con discapacidad durante el periodo 2019-2022

Abstract

En esta monografía se analizó la gestión de la secretaria de tránsito y trasporte del municipio de Pasto, en cuanto al servicio prestado a personas con discapacidad durante el periodo 2019-2022, dado que esta problemática se ha convertido en un tema del diario vivir y que se evidencia en muchos de los escenarios de los que son participes las Personas con discapacidad. Inicialmente se caracterizaron a 6 PcD usuarias del servicio y entrevistas a funcionarios de esta entidad para lo cual, se recolectaron datos que corresponden al tipo mixta, es decir dentro del paradigma cualitativo y cuantitativo, lo cual lleva a obtener resultados medibles y no medibles, de acuerdo con la estructura en la que se desarrolla la investigación, el método el cual se aplica en este caso es el deductivo, puesto que la problemática se basa en un hecho que va desde lo general hasta lo particular, ya que esta problemática afecta a nivel nacional en los diferentes entes territoriales. Posteriormente se identificó que las PcD, hace referencia a exclusión psicológica dado que desde las experiencias que se lograron recopilar como producto de la aplicación de entrevistas semiestructuradas y encuestas dejo en evidencia que es una situación que se repite a diario, pero que lamentablemente en la sociedad actual se ha normalizado dejar a un lado a este tipo de población por ser una minoría. Luego de recopilar y analizar la información, se concluye la monografía con unas recomendaciones desde la administración pública a través de capacitaciones, encuentros participativos y apoyo que mitigue la exclusión social a PcD.In this monograph, the management of the transit and transportation secretary of the municipality of Pasto was analyzed, regarding the service provided to people with disabilities during the period 2019-2022, given that this problem has become a topic of daily life and that It is evident in many of the scenarios in which people with disabilities participate. Initially, 6 PwD users of the service were characterized and interviews with officials of this entity were collected, for which data corresponding to the mixed type were collected, that is, within the qualitative and quantitative paradigm, which leads to obtaining measurable and non measurable results, of According to the structure in which the investigation is carried out, the method which is applied in this case is the deductive one, since the problem is based on a fact that goes from the general to the particular, since this problem affects at a level national in the different territorial entities. Subsequently, it was identified that PwD refers to psychological exclusion since from the experiences that were collected as a result of the application of semi-structured interviews and surveys, it was evident that it is a situation that is repeated daily, but unfortunately in society currently, it has become normal to leave this type of population aside for being a minority. After collecting and analyzing the information, the monograph concludes with some recommendations from the public administration through training, participatory meetings and support that mitigates the social exclusion of PwD.
