Abstract
Este artículo pretende evidenciar las causas estructurales que generan las violaciones de
derechos humanos entre comunidades étnicas en el departamento del Cauca, Colombia,
motivadas a primera vista por cuestiones territoriales, sin embargo, se irá vislumbrando a lo
largo del texto que no siempre las dinámicas de los conflictos étnicos obedecen a las
cuestiones que creemos conocer. Por lo anterior, el documento abordará inicialmente y de
forma general, algunas de las causas determinantes para que surjan los conflictos étnicos en
territorios que son apetecidos por diversos actores. El texto en un segundo apartado tratará
las causas de los conflictos étnicos en Colombia, enfocándose en el departamento del Cauca,
lugar donde los grupos étnicos tienen una fuerte presencia. En el capítulo final, se presentaráde forma focalizada algunos de los casos presentados en el Cauca, referente a conflictos
étnicos, lo cual ha generado la violación de derechos humanos.
Finalmente se plantearán conclusiones, referente a que los conflictos territoriales entre
comunidades étnicas, si bien devienen en violaciones de derechos humanos, esto no obedece
a dinámicas propias de la diversidad étnica del territorio Caucano, sino a la intromisión de
terceros, como las organizaciones armadas irregulares, multinacionales, emporios
económicos regionales e incluso a la injerencia del mismo Estado, quienes incentivan
conflictos territoriales entre los pueblos étnicos, en búsqueda de dividirlos y así apropiarse
de sus territorios.
This article aims to demonstrate the structural causes that generate human rights violations among ethnic communities in the department of Cauca, Colombia, motivated at first sight by territorial issues, however, it will be glimpsed throughout the text that not always the dynamics of ethnic conflicts obey the issues we think we know. Therefore, the document will initially and generally address some of the determining causes for the emergence of ethnic conflicts in territories that are coveted by various actors. The text in a second section will deal with the causes of ethnic conflicts in Colombia, focusing on the department of Cauca, a place where ethnic groups have a strong presence. In the final chapter, some of the cases presented in Cauca, referring to ethnic conflicts, which have generated the violation of human rights, will be presented in a focused manner. Finally, conclusions will be raised, referring to the fact that territorial conflicts between ethnic communities, although they result in human rights violations, this is not due to dynamics of the ethnic diversity of the Caucano territory, but to the interference of third parties, such as irregular armed organizations. , multinationals, regional economic empires and even the interference of the State itself, who encourage territorial conflicts between ethnic peoples, seeking to divide them and thus appropriate their territories.
