Abstract
La Región Administrativa y de Planeación Especial (RAP-E), es un sistema asociativo
que busca consolidar estrategias para el desarrollo y avance de las regiones, este esquema
asociativo permite la creación de asociaciones de municipios dentro de su área, la RAP-E se
configura así como una herramienta de gestión, organización, planteamiento de estrategias y
unión de esfuerzos entorno a temas comunes de las regiones, permitiendo así crear una agenda
publica regional donde convergen varias entidades territoriales.
Las Provincias Administrativas y de Planificación (PAP), son un esquema asociativo
derivado de la RAP-E, su creación se da en torno a la consolidación de proyectos, estrategias y
acciones alrededor de temas comunes en una región o provincia. Después del nivel
departamental, las PAP fungen como herramientas de gestión para los territorios, buscando la
gestión de recursos y proyectos que beneficien a la provincia sobre la cual se tenga campo de
acción; estas figuras asociativas son fundamentales en el desarrollo regional, toda vez que para
los municipios locales son un apoyo fundamental en el cumplimiento de metas o proyectos en
común, es decir que las PAP son, por un lado, una herramienta de integración y convergencia
para las administraciones locales, y no menos importante, son el medio de gestión y respaldo
para los municipios en la búsqueda de gestión y cooperación con organizaciones nacionales e
internacionales, además de lo que compete con el nivel central.
La provincia del Sumapaz, históricamente por sus características geográficas, la riqueza
hídrica, la ubicación estratégica debido a la cercanía con la capital del país, pero también con
corredores ambientales como el Paramo del Sumapaz, hacen del Sumapaz un corredor ambiental,
agrícola y pecuario importante del centro del país. Sin embargo, los retos que vive hoy día son
un desafío para los gobiernos locales en el marco de hechos y situaciones que son transversales ala región, es decir, que hay unos elementos y dinámicastransversales donde todos los municipios
de la provincia convergen. Es ahí donde se hace necesaria la búsqueda de una figura asociativa
que permita converger los gobiernos locales entorno a situaciones y retos comunes buscando la
protección de sus recursos naturales y potenciar la identidad de lo que es el Sumapaz en el
departamento de Cundinamarca. Por ello, la PAP se presenta como una figura asociativa que
permitirá la consolidación, unión y avance de la región del Sumapaz, logrando así no solo el
desarrollo desde lo local, sino que incluya también una mirada regional.
