Abstract
El ordenamiento territorial es esencial para el desarrollo sostenible de un
municipio, al establecer regulaciones para el uso del suelo y recursos naturales, la
planificación urbana, la conservación del medio ambiente y la gestión de riesgos, se
promueve un crecimiento equitativo, mejora la calidad de vida y permite anticipar
cambios demográficos y económicos, asegurando un desarrollo armonioso.
Según el artículo 311 de la Constitución Política de Colombia, al municipio le
corresponde prestar servicios públicos, construir obras para el desarrollo local,
promover la participación ciudadana y el mejoramiento de ellas, y lo que atañe a esta
investigación, el ordenamiento y desarrollo del territorio.
En general, entidades gubernamentales locales, como los municipios,
desarrollan el ordenamiento territorial con organismos o dependencias especializadas
en planificación urbana y desarrollo territorial. Por eso nos centraremos en la Secretaría
de Planeación de la ciudad de Villavicencio, conformada por directivos y equipos de
profesionales, que en las últimas son quienes desarrollan las funciones, toman
decisiones y disponen de los recursos, por esta razón indagaremos sobre los sujetos y
sus incidencias en el Plan de Ordenamiento Territorial - POT, que ha sido objeto de
varias polémicas y debates en la ciudad.
Territorial planning is essential for the sustainable development of a municipality, establishing regulations for land use and natural resources, urban planning, environmental conservation, and risk management. It promotes equitable growth, improves quality of life, and enables anticipation of demographic and economic changes, ensuring harmonious development. According to Article 311 of the Political Constitution of Colombia, municipalities are responsible for providing public services, constructing infrastructure for local development, promoting citizen participation and its improvement, and, relevant to this research, territorial planning and development. In general, local government entities, such as municipalities, carry out territorial planning in collaboration with specialized agencies or departments in urban planning and territorial development. Therefore, we will focus on the Planning Department of the city of Villavicencio, composed of managers and teams of professionals, who in recent years have been responsible for carrying out functions, making decisions, and allocating resources. For this reason, we will investigate the stakeholders and their impacts on the Territorial Planning Plan (POT), which has been the subject of several controversies and debates in the city.
