Abstract
El trabajo de investigación tiene como objetivo indagar acerca de la problemática del
suministro de agua en la ciudad de Villavicencio, iniciando con un diagnóstico de la situación
actual y establecer una posible alternativa de solución. En Colombia al igual que en el mundo la
población y asentamientos humanos han crecido de forma exponencial, dando lugar a muchos
problemas sociales, económicos y ambientales, los cuales son responsabilidad del estado.
Ejemplo de ello es la tarea de garantizar a las comunidades el consumo del agua potable sin
interrupción como fuente de vida y preservación del ser humano.
Según el DANE, en el último censo realizado en Villavicencio hubo un incremento de
69.203 personas en pobreza monetaria, pasando de 152.512 (30.3%) en el 2019 a 221.715
(43,1%) en el 2020; mientras tanto, en el caso de pobreza extrema, el aumento fue de 46.668
personas llegando a 82.211 (16%) en el 2020, con una diferencia de casi 9 puntos porcentuales
con respecto a 2019. Estos datos preocupan pues implican que la mayoría de los usuarios no
cuentan con recursos propios suficientes para la adquisición de agua potable y el pago oportuno
de los servicios públicos. El presente estudio se enfoca en el reconocimiento de los derechos, así
como en ofrecer un insumo para la toma de decisiones en Villavicencio, una ciudad que podría
convertirse en ejemplo para los demás municipios, dado que estos son objetivos de milenio que
el gobierno colombiano se comprometió a cumplir y es responsabilidad de todos ayudar a
alcanzar.
This research aims to investigate the water supply problems in the city of Villavicencio, Colombia. The study will begin with a diagnosis of the current situation and then propose a viable alternative solution. In Colombia, as in the rest of the world, the population and human settlements have grown exponentially, leading to numerous social, economic, and environmental problems. The state is responsible for addressing these issues, including ensuring uninterrupted access to potable water for communities as a source of life and human preservation. According to the DANE (National Administrative Department of Statistics), the latest census in Villavicencio revealed an increase of 69,203 people living in monetary poverty. This number rose from 152,512 (30.3%) in 2019 to 221,715 (43.1%) in 2020. In the case of extreme poverty, the increase was 46,668 people, reaching 82,211 (16%) in 2020, a difference of almost nine percentage points compared to 2019. These figures are concerning as they indicate that most users do not have sufficient resources to acquire potable water and pay for public services on time. This study focuses on recognizing rights and providing input for decision-making in Villavicencio. The city has the potential to become an example for other municipalities, considering these are millennium goals that the Colombian government has committed to achieving, and it is everyone's responsibility to help attain them.
