The building of state capacities in strategic institutions: the case CNEA (2012-2019)

| dc.description | The National Atomic Energy Commission (CNEA by its acronym in Spanish) is one of the main organizations that have historically been affected by tensions around the different conceptions of the role of the state in science and technology intervention. Deemed the central role that the CNEA occupies in the field of science and technology in Argentina, and its leading role in the nuclear network, it was of interest for this research to study the specific evolution of the potential state capacities of the CNEA.Following the objective of exploring the state capacities of the CNEA between the years 2012 and 2019, this article exhibits the results on the transformations that occurred in the organization between the second term of Cristina Fernández de Kirchner, from 2011 to 2015, and the presidency of Mauricio Macri, from 2015 to 2019.The research was carried out through the analysis of primary and secondary sources, which allowed the characterization of the potential capacities that the organization consolidated, as well as its building and unlearning processes. From the analysis of the 2012-2019 period, it was possible to notice distinctive orientations in the public policies implemented among the governments studied, as well as a response from the organization that was founded on the basis of institutional memory. These trends were identified by carrying out a complex and diachronic analysis of both the organizational dimension (hardware, software and orgware) and the relational dimension (the action fields of the organization) of the organism’s capacities. | en |
| dc.description | La Comisión Nacional de Energía Atómica (CNEA) es uno de los principales organismos que se vieron atravesados históricamente por las tensiones en torno a las diferentes concepciones del rol del Estado en la intervención en CyT. Reconociendo el rol central que la CNEA ocupa en el campo de la CyT argentina, y su protagonismo en la trama nuclear, resultó de interés para esta investigación analizar la forma específica en se han transformado las capacidades estatales potenciales de la CNEA.De esta forma, siguiendo el objetivo de explorar las capacidades estatales de la CNEA en el periodo 2012-2019, en este trabajo se exponen las transformaciones que se produjeron en el organismo entre el segundo mandato de Cristina Fernández de Kirchner, del 2011 al 2015, y la presidencia de Mauricio Macri, (del 2015 al 2019).La investigación fue realizada a través del análisis de fuentes primarias y secundarias que permitieron caracterizar las capacidades potenciales que el organismo consolidó, así como sus procesos de construcción y de desaprendizaje. Los resultados de la investigación permitieron advertir la existencia de intervenciones en políticas públicas con orientaciones distintivas entre los gobiernos estudiados, así como una respuesta por parte del organismo que se fundó sobre la base de la memoria institucional. Estas tendencias fueron identificadas al realizar un análisis complejo y diacrónico tanto sobre la dimensión organizacional (hardware, software y orgware) como de la dimensión relacional (escenarios de actuación del organismo) de las capacidades del organismo. | es |
